Summary
Rstack currently delegates
rs libhelp to Rslib, exposing upstream branding and options outside Rstack's CLI surface. This PR renders dedicated help forrs liband itsbuild,inspect, andmf-devsubcommands before loading Rslib, with snapshot coverage for both help flags.
