This PR starts the platform-specific native build rollout with the Tier 1 x86_64-unknown-linux-gnu target.

It adds a reusable single-target workflow that supports the NAPI-RS cross toolchain and uploads the exact binary for later callers. The workflow is intentionally not wired into pull request or release flows yet.
