This partially reverts commit f76d819 and adds a backward compatibility layer for functions added in 10.0, but not available in 9.4, and older variants removed in 10.1.

This partially reverts #437.
Customer requests indicate possible need for continued JRuby 9.4 support alongside Jakarta Servlet API support (2.x). This reinstates the support for Java 21+ only for now (not all possible Java versions that JRuby 9.4 supports).
