[Refactor] Extract FQDN resolver helper

WHY are these changes introduced?

This is a maintenance cleanup to reduce code duplication and boilerplate within packages/cli-kit/src/public/node/context/fqdn.ts.

WHAT is this pull request doing?

• Extracts a generic private helper getFqdn that abstracts the repetitive environment-switching and server-hosting logic for different FQDN resolution functions.
• Updates partnersFqdn, adminFqdn, appManagementFqdn, appDevFqdn, developerDashboardFqdn, businessPlatformFqdn, and identityFqdn to delegate to this new helper.
