Add PowerShell script to generate oil portrait

Why

Provide an easy, one-command PowerShell script to set up a Python venv and run the repository's txt2img script with a prepared, adult non-explicit oil-painting prompt so the user can generate the requested portrait locally.

What

Adds scripts/run_generate_portrait.ps1 which:

• Verifies Python is installed and creates a virtual environment
• Upgrades pip and installs common packages (accelerate, diffusers[torch], transformers, safetensors, xformers, Pillow)
• Provides a ready-to-use prompt and negative prompt for an oil-painting style, non-explicit lingerie portrait
• Runs scripts/txt2img.py with recommended settings and writes outputs to outputs/

Notes and review guidance

• torch installation often requires choosing the correct CUDA wheel for the user's GPU; the script warns and provides a link if automatic install fails.
• The local txt2img script may accept different CLI flags; the command is documented inside the PS1 file and can be edited to match local expectations.
• The script assumes Python 3.10+. If Python is missing, the script stops with an instruction.
